　　(1)材料準備。道路基層冷再生施工中使用的材料主要有水泥、水和瀝青路面銑刨材料、道路基層銑刨材料等。首先，水泥主要采用普通硅酸鹽水泥、礦渣硅酸鹽水泥等。，施工中嚴禁使用變質水泥。所選水泥的強度等級必須大于32.5兆帕，各齡期水泥的穩定性和強度必須符合相關施工規范，水泥初凝時間必須控制在3小時以上，終凝時間必須在6小時以上。

　　(3)其他準備工作。在路面施工之前，必須調查舊路的結構狀況。舊瀝青混凝土路面冷再生是將舊瀝青混凝土和上基層破碎，加入水泥，攪拌均勻，在更佳含水量條件下碾壓而成的半剛性結構。在舊路彎沉檢測過程中，可以充分了解舊路的承載能力。
